To enhance security, the Delta State Government has mandated the installation of Smart Surveillance Cameras in all public places, warning that non-compliance would result in the closure of such facilities and prosecution of their owners.
In a statement signed by the Secretary to the State Government (SSG), Dr Kingsley Emu, the government reminded residents and business owners of the existing law requiring the installation of prescribed Smart Surveillance Cameras in various public establishments. This measure is aimed at bolstering the state’s crime control efforts.
The law applies to a wide range of public places, including shopping malls, eateries, cinemas, supermarkets, petrol/gas stations, private parks, event centres, hotels, public and private offices, worship centres, and schools.
Dr. Emu highlighted that although the law came into effect on July 28, 2020, compliance has been disappointingly low. The lack of surveillance camera installations has hampered security agencies in their efforts to provide adequate security in and around these public places.
In response to rising crime rates, the state government is now intensifying its security measures, including the strict enforcement of this law.
The prescribed specifications for the surveillance cameras are as follows: Outdoor Cameras: 4k bullet CCTV camera – 8MP with 50m night vision, 4k Ultra HD Video, capturing high-quality images up to 20 frames per second with a resolution of 3840 x 2160. Indoor Cameras: 4k 8MP dome IP camera – with built-in mic, starlight video for night-time colour capture, 12vdc or PoE, IP67 weatherproof rating, and fixed focal length lenses of 2.8mm and 4mm.
Speed Dome Cameras for Streets and Roads: 4k 8MP IP Camera with features including 1/1.8” progressive scan CMOS, high-quality imaging, 32x optical zoom, 16x digital zoom, up to 650-foot (200m) IR range, face capture capability, and active deterrence with flashing lights and audible warnings triggered by specific events. The statement warned that failure to install the prescribed cameras in the listed public places could lead to severe penalties, including a two-year imprisonment, a fine of N500,000, and the sealing of the non-compliant premises until the necessary installations are completed. The Delta State Government assured all residents of its commitment to ensuring their safety but stressed that collective responsibility is crucial. Business owners and the public are urged to cooperate with the government and security agencies in maintaining a secure environment for all.
