DSTG To MDAs: Submit Staff Promotion Briefs Without Delays

  • Rules Out Payment Of Arrears

DELTA State Government has directed Ministries, Departments and Agencies (MDAs) to submit all relevant documents/ briefs that would facilitate the promotion of their staff, without delays, warning that henceforth, it will no longer be paying promotion arrears.

This was disclosed by the Chairman, Civil Service Commission (CSC), Dr. Roseline Amioku at the just concluded annual monitoring/ interactive session, held at the Prof. Chike Edozien Secretariat Complex, Asaba at the weekend. In attendance were over 64 Ministries, Departments and Agencies (MDAs) in the state. “ We told you that promotions is as and when due; our promotions are twice in a year.

The one for July comes up in June, while the one for January comes up between November/ December. Promotion for July 2024 has been completed and we have written to all MDAs in this regard. “Therefore, I appeal to all permanent secretaries, directors and heads of Admin.

You have the letters of promotion, give civil servants their letters to enable them start processing them, because we do not pay arrears any more”. However, the fourth Commissioner of the Commission, Barr. Ikechukwu Madumezie reiterated stringent directives guiding all ministries, emphasisign that all MDA’s were to forward their promotion briefs promptly to avoid delay.

“No officer employed by the Delta state government is expected to be working in two places at the same time and earn double salaries as it is a criminal offence, while officerson study leave must be closely monitored to stem the menace of abscondment,” he said.

He added that letters of notice of retirement were to be forwarded to the commission six months before the actual date of retirement with the following relevant documents: letter of first appointment, letter of confirmation of apportionment, letter of last promotion, letter of non indebtedness from MDA/HoS, last pay slip and other relevant documents.

“Oath of secrecy must be upheld, and regular medical check-ups done”, he said. Earlier in his opening remarks, the Permanent Secretary, Basic and Secondary Education and Agriculture Natural Resources, Sir Augustine Oghoro eulogised the chairman and members of the commission for coming to see them (civil servants). ”It is a double gain for us, because we got to interface, learn more, and know our colleagues and where to meet them even as we are reaching the diamond age”, he said.

Interacting with participants on issues affecting civil servants, the Permanent Secretary, Trade and Investment, Mr. Ubogu Tontseja and Directorate Project Monitoring Audit, Patricia Esejo, made a case for Administrative Officers who were recruited and were awaiting confirmation after two years. They appealed that such officers should be compensated as it was done in other professions like medicine, nursing.
