Today, the political landscape of Delta State is bustling with activity as citizens head to the polls to elect 25 local government chairmen and 500 local government councillors. This election is significant not only for the state’s political future but also for the democratic values it embodies. The exercise underscores the critical role of local governments and elections in modern democracies, emphasizing the need for citizen participation and the promotion of democratic political culture.
The Essence of Local Government Elections
Local governments serve as the bedrock of grassroots political participation and socialisation. They are vital instruments in the democratization of modern governments, enabling regular changes in leadership and fostering a sense of accountability among elected officials.
Elections empower the electorate to choose their leaders freely, providing much-needed support and legitimacy to the state. In Delta State, the ruling People’s Democratic Party (PDP) has maintained a dominant presence since 1999, and today’s elections are another opportunity for them to consolidate their influence. The major opposition party, the All Progressives Congress (APC), is also keen to make significant inroads, building on their recent successes in the gubernatorial elections where they secured two councils.
The Call for Citizen Participation
The participation of citizens in today’s elections is crucial. Voting is not only a right but also a civic duty that ensures the continued strength and vibrancy of democracy. By casting their votes, Deltans are contributing to the development and governance of their communities. It is imperative for citizens to actively engage in the electoral process to hold their leaders accountable and to have a say in the decisions that affect their daily lives.
Gender Inclusivity: The Missing Female Aspirants
Despite the importance of these elections, a glaring issue persists: the lack of female aspirants. Although the National Gender Policy (NGP) formulated a 35% Affirmative Action (AA) in Nigeria in 2006, which was upheld by a court ruling in 2022, no party in Delta State has fielded a female candidate for the chairmanship positions. Women are only participating as running mates. This is a significant setback for gender inclusivity and highlights the challenges women face in gaining leadership positions. The underrepresentation of women in these elections is a stark reminder that more needs to be done to achieve gender equality in political processes.
The Peace Accord: Promoting a Violence-Free Election
In a positive development, all ten parties participating in the elections signed a peace accord with the Delta State Independent Electoral Commission (DSIEC). This accord aims to ensure a violence-free election, fostering decorum and sportsmanship among political contenders and parties. The signing of this peace accord is a commendable step towards maintaining order and peace during the electoral process, which is essential for the credibility and fairness of the elections.
Legal Challenges: Calls for Suspension and Court Interventions
The election process has not been without its legal challenges. Five Delta State citizens have approached the Federal High Court in Asaba, seeking an order to stop the DSIEC from conducting elections in Warri South, Warri South-West, and Warri North local government areas. The plaintiffs argue that the elections should not proceed without the Independent National Electoral Commission (INEC) establishing fresh polling units in compliance with a Supreme Court judgment. They have also sought a perpetual injunction to prevent the release of the voter register for these areas until the polling units are properly delineated.
In a related development, the APC has approached the State High Court in Udu, praying for an order to stop the DSIEC from conducting the elections due to alleged wrongful and illegal guidelines. The party’s lawyer, J.A. OtorudoEsq, filed an originating summons, urging the court to declare null and void any steps taken by the DSIEC in accordance with the guidelines published on May 3, 2024. The APC argues that the guidelines violate Section 32(1) & (2) of the Delta State Independent Electoral Commission Law, 2017, which mandates the publication of guidelines at least 150 days before the end of the tenures of the previous council officers.

The legal dramas surrounding the elections underscore the complexities and challenges inherent in the democratic process.
