ParticipantS drawn from various government boards and parastatals, rising from a recent training exercise organized by the Delta State Public Procurement Commission (DSPPC), issued a communiqué pledging to apply the knowledge acquired in ensuring best practices in procurement, in line with the central theme “Promoting The MORE Agenda Through Modern Public Procurement Practices.”
Director-General of Delta State Public Procurement Commission, Mr. Anthony Jibunma, welcoming the participants to the workshop at Prof. Chike Edozien Secretariat, Asaba, said the Commission is leaving no stone unturned in ensuring that no one is left behind with regards to the demands and expectations of modern procurement practice and processes.
Jibunma recalled that the Delta State Public Procurement Law was signed by the Delta State House of Assembly (DTHA) under the leadership of His Excellency, Governor Sheriff Oborevwori when he was the Speaker, saying that as Speaker of the House of Assembly, the incumbent Governor was passionate about it and rallied the legislators in ensuring that it sees the light of day. He therefore reminded the participants, that a modern procurement practice in compliance with the Delta State Procurement Law is very dear to the Governor, while urging them to take the training seriously and apply the knowledge acquired to the latter in their respective boards and parastatals.
Jibunma described the training as a perfect opportunity for the participants to arm themselves with useful knowledge on procurement as it concerns the Delta State Public Procurement Law as the training will be closely followed by visitation by the Commission to the respective boards and parastatals, warning of prescribed penalties for erring MDAs.
The training was divided into sessions. Starting with the first session, participants were grilled on “Procurement Protocols, Explained-Critical Link of Annual Budgets, Procurement Plans and Approved Memos”, while the second session was on “Contractors Pre-Qualification, SBDs, Solicitation Documents: A Review to Enhance Efficient and Effective Procurement Processes and Service Delivery”, both of which were delivered by Engr. Obas Okekeri with a display of expertise in the chosen topics, eliciting huge interest from participants.
No less an authority in the area of procurement was Mrs. Ndu-Kanebi L.M. speaking on “Procedure for Processing of Clearance for Procurement Method and Issuance of Certificate of No Objection (CNO)”. Mr. Henry Boyo spoke on “Practical Application of e-procurement and OCDS system in Public Procurement while Mr. Albert Osiagwu took the participants on “Introduction to Procurement Planning Template.”
Participants showed enthusiasm about the training, including Halim Frances and Sandra Offor, both of Delta Printing and Publishing Corporation, Kweki Edoh of TVEB, Francis Nelly of DSDRFF J.C. Ilor of HMB, Engr. Atufe Patrick of DESTMA, Omene Osbert and Otiri Return, both of the Tourism Board. Others were Ojomiba Josephine of DTHA, Efianya Anthony and Brialade Ebikaboere, both of SEMA, Erijo Fidelis of Office of Auditor-General (LG), Okei Angela of DSPHCDA, Eboigbe Mary of DESUWACO and many others. They were all presented with a certificate of attendance at the end of the training.
